Sadly, the world could not have changed because of that. We were unable to maintain our presence on the moon because we lacked the infrastructure and industry to go to the moon (yes, that's circular logic, but I think my meaning is clear). Our goal was to go to the moon; our goal perhaps should have been to _stay_ on the moon. Of course, that would have gotten us there later.
I think it was all an awful mistake; we should go to the moon as soon as it's profitable to do so, and we should stay as soon as it's profitable to do so. Crash projects (such as Apollo) won't dramatically change the economics of when that becomes profitable, except by serendipity -- and say what you will, serendipity is very, very rare.
