When I was stationed at Infantry bases in Korea during the 80's and 90's, prostitution was not merely legal, but the military helped police it. They made sure the girls carried cards showing their last monthly test for STD's. There was a billboard placed at the exit from Camp Hovey - updated weekly - showing the names of the clubs with the highest STD rates.
Bottom line, wherever there are soldiers, there are hookers. Its just that in Korea, it was legal, the girls were numerous, the prices cheap. The commanders - intelligently - tried just to manage it from a health standpoint. It didn't interfere with the mission.
It would seem a different matter entirely when you are talking about the Secret Service, with the Top Secret clearance and in the process of preparing for the security of our President.
